Cookie Compliance by Hu-manity.co is the plugin many people still know as Cookie Notice. It has over 800,000 active installs and two modes.

Banner Only needs no account and shows a banner. According to the vendor, this mode does not include automatic script blocking, consent categories or consent records. Connected to a Cookie Compliance account, the free plan blocks scripts and stores consents for up to 1,000 visits a month and shows a 7-day consent history. Past the limit, blocking stops and consents are no longer recorded, while the banner still shows.
